I could be wrong, but I think Moncell from Mop Tops teaches in Philly...

Moncell taught at Uarts, but only students could take his classes. He also only taught there during the school year. He is part of a dance company in North Philly, but that is a dance "company" so they don't have classes. I have not been able to find Frequency and I feel like a stalker. I just want to take a popping and locking class! I think I'll go into NYC and take classes w/Hypno or Buddah Stretch- it's just expensive to get there and then pay for the class
